The project consists of two parallel 230-kV tubular steel H-frame transmission lines which connect to an existing BPA 230-kV line. Conductor is 1272 kcmil ACSR Bittern and line design was performed with PLS-CADD transmission line design software.
The transmission lines provide a loop-through source to the substation. The substation layout is a modified ring bus with three circuit breakers and two 62 MVA power transformers. The 13.8-kV equipment consists of a seven-breaker, metal-clad switchgear lineup in a control house. The switchgear has two main breakers, four feeder breakers, and a bus tie-breaker. Two 3000A overhead bus ducts bring 13.8-kV power from the transformers to the switchgear.
The project has a complete SCADA control system, a fiber optic communications system, ITTS (integrated transfer trip) relaying system with GPS timing, and digital fault recording. The control building has a full basement and is protected by a radio fire alarm notification system and an automatic fire suppression system.
