WESTLAND-MCNARY 230-KV TRANSMISSION LINE
Hermiston, Oregon
OWNER—U.S. GENERATING COMPANY
San Francisco, California
TriAxis performed the design of a 12-mile-long, 230-kV, double-circuit steel pole transmission line rated for twin-bundle 1,272 kcmil ACSR "Pheasant", initially constructed with 230-kV twin-bundle Pheasant on one side of the structures and 115-kV, single-conductor 954 "Rail" on the other. Approximately 6 miles of the project include a 12.5-kV distribution underbuild circuit.
TriAxis’ responsibilities included conceptual design, feasibility, and cost estimates for financing; final design plans and specifications; crossing permit drawings; siting application support; plan and profile survey; easement descriptions; contract negotiation support; bid documentation preparation and awards; construction management; and construction engineering support.
The project was designed under contract to U.S. Generating Co., an independent power producer developing a 474-MW combined-cycle gas-fired combustion turbine co-generation project. The transmission line required to deliver the power to the BPA McNary Substation was designed for an existing Umatilla Electric Cooperative 115-kV right-of-way.
